A fresh start would be best, since probably a few new people will be joining who haven't played in the old one. and the terrain generation changed a bit in 1.9 so we need a new world in order to get the new stuff without travelling miles and miles for unexplored chunks :p

That's certainly a possibility, though I haven't used Bukkit since like 1.4 so setting it up might take some time. xD
